Description of the Forum
An internet-based forum is provided for every project through which questions can be submitted by both bidders and contractors. Questions can be answered only by the office or agency issuing the invitation to tender. The answers provided by the respective contractor and the questions themselves can be viewed by all bidders who have registered for the forum. In the event of invitations to tender with lots, questions can be submitted about one particular lot or procurement order.
Please note that the questions and answers about a project that have been submitted to the forum can be viewed by all bidders.
The desired deadline for written requests specified by the contractor indicates the last date on which the contractor will answer questions in the forum. The forum will automatically be closed on the designated date. Once the forum is closed no new contributions can be posted and the previously submitted contributions can no longer be processed. However, it will still be possible to view existing contributions in the forum.
Working with the Forum
As a bidder you can make use of the following features in the forum:
Click on the button Forum to the right of a selected invitation to tender to access the Forum. You must be registered for the selected invitation to tender to enter the forum. Click on the tab Questions about the invitation to tender. In the forum you will see an overview of all the contributions that have been posted (questions and answers). Click on a question if you want to view the entire contents.
Submit questions in the forum (directly)
Click on the button Submit a question. Type your question. Click on the button Save contribution if you want to save what you entered and have the question posted in the forum. Load questions into the forum from an Excel file
Click on the button Excel Upload. An empty Excel sheet is available as a download. You type your questions in this document. Right click on the name of the document and select Save target as …. The download will start immediately. After you have entered all questions in the document, you can upload the document with the file dialog box Excel Upload-File. The questions you typed in the Excel file can now be viewed in the forum by the registration office and all other bidders. View or download answers in PDF format
Contract-awarding authorities also have the option of uploading the answers to questions into the system as a PDF file. The list of PDF files is given above the list with the questions and answers. The PDF file can be opened or downloaded by clicking on the
button.
