Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning bidder has received the most utility points among all the submitted bids.
The offer of the winning bidder convinced above all regarding the award criteria (AC)number 1 (organizational expereince in LED, 2 (Coherence and feasibility of technical approach, 4 (qualification and profile of the team) and 5 (finance proposal).
