2.6 Subject and scope of the contract
- The project has the following objectives:
• Assist the water utilities in introducing a corporate development programme. SECO defines corporate development as a process during which public utilities adopt best practices in the fields of accounting, human resources, revenue collection and billing, organisation and processes. • Complement the investment measures in the regions of Bukhara and Samarkand, by providing sustainable solutions for long-term viability of the utility and adequate asset management. • Assist the government in continuing the reform efforts of the regulatory framework of the WSS sector to enable sustainable operations in the sector and provide limited advisory assistance to the relevant authorities of the Government of Uzbekistan. However, this support will not represent a general legal or regulatory assistance programme.

4.4 Essential requirements
- Following this Invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit
proposals. In addition, a pre-tender meeting with the shortlisted companies will be held. MACS Energy & Water will conduct the tendering for the mandate of the Institutional Consultant, evaluate the proposals, lead contract clarification meetings and select the Consultants on behalf of and in close consultation with the respective contracting authorities (listed in section 1) and SECO. The corresponding contract with the Institutional Consultant will then be signed with the contracting authorities (listed in section 1.). The client only awards public commissions to tenderers who comply with highest standards of ethics, job security regulations and the conditions of work for employees.

4.8 Procedures for appeal- This Invitation for Expressions of Interest and the subsequent tender is part of a project agreement between the Government of the Swiss Confederation and the Governement of Uzbekistan signed on 1 November 2013. Rights of redress as per the Swiss PPA/PPO are excluded.
