2.1 Project title of the acquisition

Replacement for a Helium liquefier

Subject and scope of the contract :  The "Sektion Kälteanlagen" currently operates a helium liquefier, a Sulzer plant built in 1977. It cools heavy hydrogen gas for the large-scale research facility UCN (Ultra Cold Neutrons).
The neutron source UCN produces neutrons that have an extremely low velocity, so-called ultra-cold neutrons. A 30 litre container filled with 5kg of heavy hydrogen (deuterium) forms the heart of this facility. To solidify the hydrogen gas, the gas has to be cooled down to a temperature below minus 255°C. This is only possible by using a powerful helium liquefying system that liquefies large quantities of the noble gas helium, which then serves as a coolant for the hydrogen.
The Sulzer liquefier of 1977 has become outdated and no longer meets today's requirements, neither in terms of performance nor energy efficiency.

In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
