2.1 Project title of the acquisition

(21061) 341 Inductively coupled plasma tandem mass spectrometer (ICP-MS/MS)

Subject and scope of the contract :  Delivery of an ICP-MS/MS equipped with a cell pressurized with reactive as well as non-reactive gas. The instrument package has to include:
- all the accessories/adaptations and software to interface with the existing laser ablation system (Teledyne Cetac LSX-213 G2+) to ensure an optimal coupling;
- an autosampler for liquid samples analysis;
- a suitable instrument bench, allowing to move easily instrument for maintenance or service, as well as a pump noise reduction enclosure;
- an equipment and software training at the customer's premises for three persons during three days;
- a warranty against defects and deficiencies for 24 months after successful acceptance of the equipment;
- a full service for 5 years beyond the expiration of the warranty.

Reasons: The contract was awarded to the company Agilent Technologies (Schweiz) AG, which, after evaluation of all the award criteria in accordance with the specifications document (quality and price criteria), obtained the highest overall score among the submitted offers. The excellent result for the evaluation of the quality criteria was decisive for the award to the company Agilent Technologies (Schweiz) AG.

4.5 Procedures for appeal

In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
