2.1 Project title of the acquisition

Mass spectrometer for polymer research by Prof. Dr Tae-Lim Choi's group in the Department of Materials at ETH Zurich.
Subject and scope of the contract :  The mass spectrometer will be used for polymer-focused MALDI mass spectrometry while providing high resolution, high molecular weight and high resolution imaging tools at the same time.

3.3 Reasons for the decision to award

Reasons: according to art. 21, clause 2, letter c FPP (technical uniqueness)
1. Patented Smart-Beam II laser with 2000 Hz and a significantly longer service life, which produces optimal results with polymer analysis.
2. Patented gridless design of the MALDI source and reflector for significantly more sensitivity for polymer analysis.
3. patented Bruker AnchorChip targets enable more sensitivity and prevent overlapping signals for polymer analysis.
4. the patented ion acceleration for significantly better resolution over a wide mass range (> 10,000 at m/z 904 up to > 22,000 at m/z 3657) with one set of parameters for polymer analysis.
5. 5 GHz digitizer (competitor at 2 GHz), the infrared laser for fast source cleaning and patented SNAP algorithm for better isotope determination for polymer analysis.

The group led by Prof. Dr Tae-Lim Choi will start work at ETH Zurich in July 2022. They have already worked with a very similar mass spectrometer in South Korea.

4.5 Procedures for appeal

In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
