PROTECT - Strengthening the Population Protection System in Mali - Phase prép. 17.10.-30.11.2022 (45 days) - Phase 1: 01.12.2022 - 31.12.2025 (37 months)

Subject and scope of the contract :  The protection of people's rights is a core responsibility of the Malian state, in accordance with national legislation. SDC works in partnership with local authorities and government departments in Mali to strengthen or establish services to address specific human rights violations. The primary focus is on meeting the needs of people affected by violence. These services include emergency assistance to people who have fled violence, support for victims of gender-based violence, and increased access to civil status documents for the population.

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding:
- The qualifications and experience necessary to manage the mandate, particularly in the implementation of new public policies and in the process of developing the project document.
- The tools to adapt and work in a fragile context and the mastery of the fields of decentralisation and protection, the main themes of the project.
