2.1 Project title of the acquisition

Local Economic Development (LED) Project in Georgia Inception phase: 14.10.2022 – 30.09.2023 Main phase 1: 01.10.2023 – 30.09.2026
Subject and scope of the contract :  The goal of the ‘Local Economic Development (LED) Project in Georgia’ is to increase income and employment for rural women and men through enhanced competitiveness of businesses in their localities and effective collaboration among local and national actors (public, private, civil society).
The present project will have a duration of 12 years, including an inception phase. The total financial volume over all phases is CHF 11 million. Subject of this tender is the inception phase (14.10.2022 to 30.09.2023) and Main Phase 1 (01.10.2023 to 30.09.2026).
The winner will be given a twelve-months period for an inception phase to set-up the project office and develop a project document according to the SDC guidelines. The tenderer can be either a single organization with international and/or local sub-contractors or a consortium under the lead of an international NGO(s)/consultancy(s).

Price (total price):  CHF 2'926'600.00 without VAT
Additional information: The total amount of CHF 3'726'600 includes an inception phase (service costs: CHF 740'000) as well as the execution of Main phase 1 of the project (service costs CHF 2'186'600, administered project funds CHF 800'000).

3.3 Reasons for the decision to award

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding:
- Good understanding of the mandate and the well elaborated intervention strategy;
- Well-designed organizational structure for the project implementation;
- Organizational setup well aligned with the proposed intervention strategy; experienced management complemented with the team of professionals with strong credentials in LED and MSD.
- Local sub-contractors are well positioned in Georgia and have relevant experience of working in partnership with international development organizations

4.4 Additional information

The contract is concluded subject to the prior approval of credits by the SDC.
The contracting authority reserves the right to award subsequent mandates to the successful tenderer of this tender procedure if a change of tenderer for goods, work or services to replace, supplement or extend supplies already provided is not possible for economic or technical reasons, would cause considerable difficulties or would entail substantial additional costs.
However, follow-up mandates are subject to the existence of sufficient legal basis after the validity period of the “Federal Act of 30 September 2016 on Cooperation with the States of Eastern Europe”, namely 31 December 2024.

4.5 Procedures for appeal

This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.
