2.1 Project title of the acquisition

Support to health emergency service preparedness and response in Albania Inception Phase: 01.11.2022 – 30.06.2023 Phase I : 01.07.2023 – 30.06.2027
Subject and scope of the contract :  The overall goal of the program is: People, including the most vulnerable, have improved access to quality emergency care managed by a more resilient health emergency system at all levels. This will be achieved through three outcomes: (1) Public health actors engage in an effective and efficient health emergency preparedness and response including PHC (2) Strengthened health emergency service, in particular PHC that provides care to people in the entire country (3) Citizens and CSOs take an active role and contribute to a constructive dialogue with the Government of Albania (GoA) to improve the country’s resilience to public health emergencies.
Subject of this tender procedure is the implementation of the Inception Phase of 8 months and of the Phase I. The mandate for the implementation of Phase I is contingent on the performance of the selected implementing partner during the Inception Phase and the approval of the Phase I by SDC. SDC reserves the right to directly award phase II.

Additional information: The total amount of CHF 5'289'700 includes an inception phase (service costs: CHF 278'200, administered project funds CHF 247'500) as well as the execution of Phase I of the project (service costs CHF 2'064'000, administered project funds CHF 2'700'000).

3.3 Reasons for the decision to award

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding:
- The local team has extensive experience in the national health system and an established network of expertise both at central and local level. The proposed organizational structure of the project is very lean.
- The proposed intervention approach is innovative, clear and system oriented. Its guiding principles reflect a system building approach taking care of sustainability and available domestic resources and consider country system on the lead of the interventions.
- The proposal is based on a good risk analysis that takes into account constraints and opportunities.
