2.1 Project title of the acquisition

Civic Engagement for Development (CED) project in Kyrgyzstan Inception Phase: 01.12.2022 - 30.06.2023 Phase I: 01.07.2023 - 30.06.2027

Subject and scope of the contract :  SDC is initiating the «Civic Engagement for Development” project in the frame of the Swiss Cooperation Programme for Central Asia 2022-2025. The goal of the intervention is to strengthen citizens’ influence on policy- and decision-making through their representation by and mobilization in NGOs. NGOs will be strengthened to advocate for democratic reforms, hold the government to account and give a voice to citizens. The project will provide core contributions and institutional strengthening to the selected NGOs and promote stronger links with their constituency and other NGOs. The project lasts for 12 years, including an inception phase of 7 months, two consecutive phases of 4 years each and an exit phase of 3 years. The total financial volume of the project over all its phases is estimated at CHF 15’000’000.00. The subject of this tender is the inception phase (01.12.2022-30.06.2023) and phase I (01.07.2023-30.06.2027).

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding:
- The proposed approach reflects SDC vision and ideas about the project very well. It is solid and innovative.
- The proposed structure is lean.
- The financial proposal is realistic and clear.
