2.4 Subject and scope of the contract
- Based within MeteoSwiss, the National Centre for Climate Services (NCCS) is the Swiss federal network responsible for developing actionable climate services for the administration, economy and society. The NCCS-Impacts programme focuses on the cross-sectoral effects of climate change and the development and provision of decision support in the field of climate change mitigation and adaptation (see www.nccs.admin.ch/impacts-en).
The programme is being implemented through a number of projects. The project “Socio-economic scenarios for Switzerland” is the subject of this procurement.
An open invitation to tender is due to be published mid to end of March 2023. Partners from the research community and industry with expertise in this field are invited to submit offers.

3. Conditions3.1 General conditions of participation- The general conditions of participation will be announced when the invitation to tender is published.
The invitation to tender seeks consortia from the research community and from industry who can develop and co-produce actionable climate services.
3.5 Consortium of bidders- Permitted. Bidding consortia must designate a company as the project manager (representation, coordination) and indicate the names and roles of all its members.
The characteristic supply (i.e. the major part of the supply) generally has to be provided by one of the members of the bidding consortium and may not be delegated to subcontractors. Multiple applications from tenderers in the context of bidding consortia are permitted.
3.6 Subcontractor- Permitted. If the tenderer involves subcontractors for contract performance, the tenderer will assume overall responsibility for the project. The tenderer must indicate the names and roles of all subcontractors.
The characteristic supply (i.e. the major part of the supply) generally has to be provided by the tenderer and may not be delegated to subcontractors. Multiple applications from subcontractors are permitted.
