2.1 Project title of the acquisition

Project: SKILLS DEVELOPMENT IN KYRGYZSTAN Inception Phase: 01.05.2023 – 31.10.2023 Phase I: 01.11.2023 – 31.10.2027
Subject and scope of the contract :  In line with the current Swiss Cooperation Programme for Central Asia 2022-2025, SDC will launch a project on continuous education to develop short term upskilling and reskilling mechanism. The goal of the project is to establish and institutionalize short-term skills development mechanism nationwide, aimed at upskilling and reskilling working-age population (with focus on youth, incl. young women), and based on private sector needs.
The project lasts for almost 12 years, including an inception phase of 6 months, two consecutive phases of 4 years each and an exit phase of 3 years. The total financial volume of the project over all its phases (incl. inception phase and project admin. funds) is estimated at CHF 15’300’000. The subject of this tender is the inception phase (01.05.2023-31.10.2023) and phase I (01.11.2023-31.10.2027).

Additional information: The total amount of CHF 4’261’282 includes an inception phase (service costs: CHF 134'760) as well as the execution of Project Phase I (service costs: CHF 1'925'422, administered project funds: CHF 2’201’100).

3.3 Reasons for the decision to award

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding:
- strong proven organizational capacity with the experience of working in Kyrgyzstan, and in the region of CIS in the area of TVET/VSD.
- the technical proposal is coherent and convincing with all the necessary elements as it well reflects SDC vision and ideas about the project.
- the proposed organizational structure is lean and has relevant organizational structure. PIU is led by experienced TL.
- the financial proposal is realistic and coherent with the technical proposal.
