2.6 Subject and scope of the contract
- This tender procures an Implementing Consultant. The overall objective of the Consultant’s assignment is to ensure an effective preparation and implementation of the SEMP. The duration of the overall assignment is expected to be approximately 5.5 years. This comprises a preparatory phase of 1 to 1.5 years and an implementation phase of approximately 4 years. The Project requires multiple consultancy services that shall be provided by one Consultant and thus will be procured in a single package with options:
- Feasibility Study (basic contract) - Interim Consultancy Services (Option 1) - Implementation Mandate, Stage I (Option 2) - Implementation Mandate, Stage II (Option 3)
The Terms of Reference, included in the attached Tender Documents, provide the details on the scope and requested services for the basic contract and all options.

Description of renewals: The duration of the basic contract including Option 1 is 18-24 months and is established between SECO and the Consultant. The contract for Option 2-4 (approx. 48 months) will be established between the Albanian Ministry of Infrastructure and Energy and the Consultant and is ruled by a bilateral Project Agreement between SECO and the Albanian Ministry of Infrastructure and Energy. 4.6 Additional information- The Consultant must comply with the following:
- Provide signed confirmation of compliance with health and safety rules and regulations and equality between men and women in regard to equal wages stipulated by Swiss law. - Provide declaration of compliance with SECO’s Policy on Integrity / Non-Discrimination / Non-Harassment and declaration. - Acceptance of SECO’s standard contract.
4.8 Procedures for appeal- Pursuant to Art. 30 of the Federal Act on Public Procurement, an appeal against this publication may be filed within 20 days since notification in writing in an official language of Switzerland to the Federal Administrative Court, Postfach, 9023 St.Gallen. The appeal petition must be submitted in duplicate and must contain the application, the grounds of appeal with details of the evidence and the signature of the appellant or his agent; a copy of the present publication and documents cited as evidence must be attached, provided they are in the appellant’s possession.
