2.6 Subject and scope of the contract
- The Government of the Swiss Confederation intends to renovate the existing Chancery Office Building located at 2900 Cathedral Avenue NW, in Washington, DC. The Federal Office of Buildings and Logistics (FOBL) is the Owner responsible for the project. The general planning team CDAO (Geneva) and DLR Group (Washington, DC) was selected by the FOBL to design the renovation of the existing Chancery. The original Chancery was designed by Swiss-American Architect William Lescaze and was completed in 1959. The Chancery is a two-story building with a basement and multi-purpose wing with a basement. The total gross area of the existing Chancery is 30,462 ft2 (2,830 m2). The parcel includes the Ambassador’s Residence (not in scope) and a Generator Building (in scope) with a Swimming Pool (not in scope) enclosed by a security fence (in scope). Description of options: Services Local Owner Agent (LOA) and Local Project Manager (LPM): The project owner specifies an assumption of hours to provide a basis for comparing tenders. These are decisive for the assessment of the award criterion "proposed fee" and serve contractually for defining the cost ceiling in terms of a maximum fee. Under no circumstances is the tenderer entitled to complete fulfilment.
Services Local Project Manager: These services are completely defined as optional. Under no circumstances is the tenderer entitled to partial or complete fulfilment.

3.8 Evidence required- based on the evidence given below:
The following supporting documents relating to technical capacity must, with the exception of the one mentioned under point SC2 economic and financial capacity, be submitted with the tender, failing which the latter will not be taken into consideration.
SC1 Technical capacity: - SC1.1 Reference for the company relating to the execution of 1 project comparable to the planned mandate (in particular with respect to the type of object: office building renovation or office building new build) involving the specified task within approximately the last 10 years. Please use Form 3 in the tender to provide the details. The company reference is also taken into account when assessing the awarding criteria AC3.
-SC1.2 Adequate human resources for the timely implementation of the construction project and for the provision of a fully qualified substitute for the specified key person in case of unexpected absences. Substantiation is to be provided using Form 1 in the tender.
SC2: Economic and financial capacity: SC2.1 Substantiation to be provided by the tenderer at the procuring entity's request in the open and selective procedure following submission of the tender and prior to the award: - Valid documentation of current credit rating (not older than three months). - Valid proof of insurance or declaration of intent from the intended insurance company to conclude professional indemnity insurance with the tenderer or the work group when concluding the contract. - In the case of overseas tenderers, comparable and current official documents from the foreign country (original or copy).

- The client only awards public commissions for services in Switzerland to tenderers who comply with job security regulations and the conditions of work for employees, and provide equal payment for men and women.
If work is performed abroad, the tenderer undertakes to comply with the fundamental conventions of the International Labour Organization (ILO) in accordance with Appendix 2a to the PPO.
4.6 Additional information- 1. The acquisition is subject to the maturity of the project and the availability of the credits.
2. Site visit: An official site visit is not envisaged
3. Fee validity: The contract foresees a project duration of 30 months and the possibility of additional services during the warranty periods. A project completion delay of up to 6 months shall have no effect on the fee.

The appeal petition must be submitted in duplicate and must contain the application, the grounds of appeal with details of the evidence and the signature of the appellant or his agent; a copy of the present publication and documents cited as evidence must be attached, provided they are in the appellant’s possession.
