The following must be observed with regard to the deadline for submissions:
a) If delivered to armasuisse If submitted to the reception desk at the armasuisse administrative building, Guisanplatz 1, 3003 Bern, F.A.O. CC WTO armasuisse, the following points should be observed: •The bidder must register at the main lodge, Guisanplatz 1, indicating the name of the project (see Section 7.1). It will then be redirected to "Ramp Management, Guisanplatz 1". •The delivery must be made no later than 3:30 p.m. on the day of the delivery date mentioned in point 7.3, against an acknowledgement of receipt by the ramp management. • Opening hours of ramp management: 08.30 a.m - 04.00 p.m (outside these hours, no offer can be submitted).
b) If submitted by post: The definitive date is the postmark or the barcode sticker attached by a shipping provider (company franking marks do not count as official post office franking marks).
c) Delivery to a Swiss diplomatic mission or consular post: The receipt confirmation issued by that office is definitive. The receipt confirmation must be sent to the e-mail address given under point 1.2 by the tender deadline at the latest.

2.6 Subject and scope of the contract
- The object of the tender is operation of a regular flight link between Switzerland and the deployment zones in Kosovo and Bosnia and Herzegovina.
Firstly, the SWISSCOY contingent is supplied from Switzerland with post and freight twice a week. Return post and freight from the deployment zone back to Switzerland and the changeover of troops is also part of these supply flights. Secondly, twice a year the SWISSCOY contingent is transported to the deployment zone/from the deployment zone back to Switzerland in two rotation flights.

3.6 Subcontractor- Permitted. If the bidder engages subcontractors in order to carry out the work, the bidder will assume overall responsibility. It will list in the tender all the subcontractors involved together with the roles allocated to them. Subcontractors may not be changed once the tender deadline has passed and until the contract is signed.
3.7 Eligibility criteria- based on the criteria given below:
All companies that possess the economic capacity and meet the following suitability criteria and can provide supporting evidence in accordance with point 3.8 are called upon to submit a bid in CHF.

When the tender is submitted, the suitability criteria and required supporting evidence listed below must be confirmed, appended, and substantiated in full without any reservations or modifications; otherwise the bid will not be considered.
E1. Extracts from the debt collection register and excerpts from the commercial register or the equivalent recognised documentation from other countries which provide evidence that the bidder does not have any tax debts or has not paid the full amount for social security contributions (not older than 3 months – the effective entry date applies).
E2. Self-declaration by the supplier
E3. The bidder confirms that it will assume overall responsibility for this project, i.e. the bidder is the sole contractual partner of the contracting authority. Any parties involved must be listed together with their assigned roles and functions in Enclosure 1.1.
E4. Evidence of a single point of contact (SPOC) during the tender procedure.
E5. a) The bidder confirms that it and the third parties it has called in (subcontractors and subsuppliers) will comply with the procedural principles set out in the self-declaration sheet (Enclosure 1.1.1) of the Swiss Federal government’s purchasing conference (BKB). b) Bidders with more than 50 employees and their first-level subcontractors that have more than 50 employees must also provide evidence of how their salary practice has been reviewed, in addition to the self-declaration sheet.
E6. The bidder confirms that the contractor’s operations team can be contacted by AFIC SWISSINT all year round (24 hours a day, seven days a week).

E9 (for Lot 1 and/or Lot 2) The bidder confirms that it has sufficient current experience in operating transport flights in accordance with the performance requirements (Attachment 2.0 or Attachment 3.0) and/or the details in the functional specification. The bidder must provide at least one (1) reference per lot where it has provided comparable services in terms of distance, quantity and type in the last eight years (since 2011).

4.8 Procedures for appeal- Pursuant to Art. 30 of the Federal Act on Public Procurement, an appeal against this publication may be filed within 20 days since notification in writing in an official language of Switzerland to the Federal Administrative Court, Postfach, 9023 St.Gallen. The appeal petition must be submitted in duplicate and must contain the application, the grounds of appeal with details of the evidence and the signature of the appellant or his agent; a copy of the present publication and documents cited as evidence must be attached, provided they are in the appellant’s possession.
