3. Conditions3.1 General conditions of participation- Only companies that have their registered office in Switzerland or in one of the signatory countries of the WTO Agreement on Public Procurement that offer reciprocity to Swiss companies with regard to access to their public procurement markets may participate in this call for tenders.
They must also be able to prove, on first request and all times, their compliance with professional practices applicable in the Canton of Vaud, in particular, compliance with collective agreements and payment of social security and tax charges. In addition, a check will be made to ascertain that the tendering company also has the capacity, means, experience, competence and skills to perform the services and works of this contract. These conditions and requirements are also applicable to any associated companies and/or sub-contractors, which must be announced, if appropriate, when submitting the offer.
3.5 Consortium of bidders- Association of companies is not allowed. If applicable, the offer will be excluded from the procedure.
3.6 Subcontractor- Sub-contractors are allowed, but the cumulative total of their services must not exceed 50% of the value of the contract. If necessary, sub-contracting companies must be announced in Annex R15, comply with all the conditions of participation and submit the Annexes P1, P5 and P6 duly completed and signed. It is specified that any sub-contractor must be accepted beforehand by the contracting authority. Sub-sub-contracting is totally forbidden.

4.4 Essential requirements
- Considering the specificity of the contract and the place of performance, a visit to the paddle steamer and refit site before the deadline for submitting questions is imperative. The visit request must be sent by e-mail to avidosa@cgn.ch. It will not be possible to ask any questions on site. This means that the tenderer will have to ask any questions in writing in accordance with the set procedures.

4.8 Procedures for appeal- An appeal may be filed against this call for tenders with the Administrative and Public Law Section of the Cantonal Court, Av. Eugène-Rambert 15, 1014 Lausanne, within ten days of its publication on the website Simap.ch.
