The mandate combines technical support in the design,
procurement and implementation of investment measures (Part 1) with the design and implementation of capacity building and institutional development measures at Pamir Energy Company (PEC) with a focus on strengthening resilience and efficiency in PECs operations and the full integrations of DRR and resilience aspects in PECs strategy and decision making (Part 2). For more details, refer to the Terms of Reference.

SECO Guidelines for awarding and managing SECO infrastructure financing contracts in transition and developing
countries as well as according to the Tender provisions of the present Standard Tender Documents.
COVID-19: In view of the evolving COVID-19 (Coronavirus Disease 2019) situation, SECO reserves the right to adjust
or even suspend this tender. Any adjustment to the tender will be announced via simap.
