- Subject and scope of the contract
:
The Swiss Embassy in Uzbekistan is planning to support this ongoing VET-reform with a long-term project. Its objective is, that “VET students and graduates in Uzbekistan profit from a functional labour market-oriented education and training system allowing them to find and retain an attractive and decent job in sectors with growth potential.” It is expected that the new project works on systems level and supports institutional actors in VET such as the Ministry of Higher and Specialised Secondary Education (MoHSSE) and others. It will also work on issues of VET governance, quality assurance, teacher training and the engagement of economic actors in VET. The project shall apply a combined systemic-change and capacity building approach to develop and strengthen important systemic resources on the long-run.

3.3 Reasons for the decision to award- Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning bidder has received the most utility points among all the submitted bids. The offer of the winning bidder convinced above all regarding:
- AC 1: Proposed organization and structure is adequate. Responsibilities of HO, field office, and experts are explained well. Offer strong synergies within Governance areas. Strong Organizational and Process Manual. - AC 2: Good understanding of context. In-depth analysis of the VET system in Uzbekistan is given. Clear understanding of different actors and first mapping done. The risks are well explained and mitigation measures are identified. - AC 3: Clear agenda and implementation, well explained planned interventions per outcomes. Well balanced approach of Swiss and international expertise combined with locally grounded field office (consisting of Uzbek experts with relevant experience).
