Remarks: No individual information is given to the tenderers. The email must mention “PARTICIPANT APPLICATION for Property and personal protection services” in the reference line. It is possible to submit a participant application in more than one email in clearly labelled batches. Applicants must confirm in the email the binding force of the participant application. The receipt of the participant application submitted via email will be acknowledged via email at the latest until 20.10.2021.
In all cases the applicant must retain proof of the timely submission of the participant application.

The objective of this tender is to find a company that is specialized in providing security services for persons and goods at the premise for the Embassy of Switzerland in Chaoyang, Beijing for the period of 1.3.2022 to 28.02.2027 for 7 days a week during 24 hours. From Monday to Friday (office hours) 2 guards are needed, i.e. one supervisor and one guard, during the night shift one supervisor is needed. From Saturday to Sunday there is one supervisor needed for the day shift as well as for the night shift.The guarding services take place unarmed. The supervisors and guards must be able to communicate in English. The scope of the services include, but is not limited to:
a) The control of access to the premises
b) Management of vehicle entry, exit and parking management
c) Guard services on demand
d) Emergency management

4.4 Essential requirements

The contracting authority may only award public contracts for the supply of goods, work and services in Switzerland to tenderers that ensure compliance with the workplace health and safety regulations and the terms and conditions of employment applicable at the place of performance, the notification and authorisation duties under the Federal Act of 17 June 2005 on Measures to Combat Illegal Employment (IEA) and the provisions on the equal treatment of men and women in terms of equal pay (see Art. 12 para. 1 PPA).
For goods, work or services to be supplied abroad, the tenderer must, as a minimum, ensure compliance with the Core Conventions of the International Labour Organization as set out in Annex 6 PPA (see Art. 12 para. 2 PPA).
Accordingly, the contracting authority may only award a public contract to tenderers that, as a minimum, comply with the legal provisions on the protection of the environment and the conservation of natural resources applicable at the place of performance (see Art 12 para. 3 PPA in conjunction with Annex 2 PPA).
Any subcontractors that are permitted must meet the requirements set out in Article 12 paras. 1–3 PPA. These obligations must be incorporated into the agreements between tenderers and subcontractors.

4.8 Procedures for appeal

In accordance with Art. 56 PPA para. 1 of the Federal Act on Public Procurement (PPA) an appeal may be lodged in writing with the Federal Administrative Court, P.O. Box, 9023 St Gallen within 20 days of the decision being notified. The appeal must be submitted in duplicate and must contain the requests, the reasons for them with a statement of the evidence and the signature of the person filing the appeal or his or her representative. A copy of the present decision and any available evidence must be enclosed.
