The objective of this tender is to find a company that is specialized in providing security services for persons and goods at the premise for the Embassy of Switzerland in Chaoyang, Beijing for the period of 1.3.2022 to 28.02.2027 for 7 days a week during 24 hours. From Monday to Friday (office hours) 2 guards are needed, i.e. one supervisor and one guard, during the night shift one supervisor is needed. From Saturday to Sunday there is one supervisor needed for the day shift as well as for the night shift.The guarding services take place unarmed. The supervisors and guards must be able to communicate in English. The scope of the services include, but is not limited to:
a) The control of access to the premises b) Management of vehicle entry, exit and parking management c) Guard services on demand d) Emergency management

3.3 Reasons for the decision to award- Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding: the very good qualification of the security personel and the well presented tender.

4.4 Additional information- The information in the invitation to tender publication regarding the point 1.9 “scope of international treaties” was indicated as “yes” instead of “no”. As indicated in the tender documents, this tender falls outside the scope of international treaties. Therefore, the present award publication was corrected form “scope of international treaties: yes” to “scope of international treaties: no”. The procedures for appeal have been completed accordingly under point 4.5.
4.5 Procedures for appeal- In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA. Based on Article 52 paragraph 2 of the PPA, the appeal can be used only to establish that this decision violates federal law, but not to apply for its cancellation. Foreign providers are permitted to appeal only to the extent that the state in which they are domiciled grants reciprocal rights.
