2.1 Project title of the acquisition

PROJECT: SKILLS FOR YOUTH ECONOMIC EMPOWERMENT (SYEE) IN MOZAMBIQUE - Inception Phase01.05.2022 – 31.12.2022 Main Phase I01.01.2023 – 31.12.2026

Subject and scope of the contract :  The Swiss Agency for Development and Cooperation (SDC) aims to implement the Skills for Youth Economic Empowerment Project (SYEE) in Mozambique to enhance rural and peri-urban youth’s, especially women’s, (self-) employment and income opportunities by increasing their access to market-relevant skills and training, supporting their transition to the labour market and contributing to policies that are conducive to their economic inclusion. With the current tender, SDC intends to select a company, or consortium, with the necessary competencies and experience, to plan and implement an inception phase, further develop SYEE’s project idea, draft the project document and implement phase I (after approval of the ProDoc and budget by the SDC directorate).

Additional information: Total project amount CHF 8'244'410 composed of service costs for inception phase of CHF 245'970 and service costs for phase 1 of CHF 2'698'440 (SOR1-3) and administered funds of CHF 5'300'000 (SOR Part 4).

3.3 Reasons for the decision to award

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points. The offer of the winning tenderer convinced above all regarding:
The pragmatic and sustainable proposed approaches, are based on a deep context knowledge and understanding of challenges, needs and opportunities to improve youth’ skills development and employment;
The tenderer submitted the most balanced proposal in terms of the weight/importance attributed to vocational skills development, integration of basic education components and transition to work, responding to the requirements expressed in the tender document.
The financial proposal was clear and coherent with the project outcomes, with the lowest price for service costs of project implementation (SOR part 1-3).
