2.1 Project title of the acquisition

Nepal - Reintegration of Returnee Migrant Workers Project Phase 1 - Duration: 16.05.2022 – 15.07.2026

Subject and scope of the contract :  The ReMi project will support the social and economic reintegration of returnee migrant workers in Nepal, based on a two-pronged approach with a development and a policy angle: On one side, it will provide services to returnee migrant workers to support their social and economic reintegration, which includes for example information on local employment opportunities. On the other side, the project will work with the GoN to anchor these services within the federal structure and in relevant policies.
The scope of the present tender document covers the first phase (16.05.2022 – 15.07.2026). The winning bidder will be responsible for the effective and efficient implementation of the full project and the delivery of the intended outcomes and outputs as outlined in the tender document. National or international non-governmental as well as private sector organizations are invited to participate in the tender process. Single tenderers or consortia of tenderers are permitted.

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points. The offer of the winning tenderer convinced above all because it:
Nominated a strong and diverse team with relevant thematic and institutional experience, with complementary expert backstopping.
Demonstrated a good understanding of the migration and return context in Nepal and the roles of different levels of government.
Provided a thorough appreciation of the intervention strategy and the approach, including an analytical discussion of the role of different stakeholders.
Proposed a detailed and realistic work plan and an efficient project management setup.
