2.1 Project title of the acquisition

Benin - Vocational Training and Capacity Building for Employment Programme (FORCE) - Recruitment of an operator for technical support - Phase 1: 01.08.2022 - 31.07.2026

Subject and scope of the contract :  The SDC in Benin has decided to implement a Vocational Training and Capacity Building for Employment programme (FORCE) in order to contribute to the establishment of an efficient and attractive system of vocational training through apprenticeship. It will support the implementation of Benin's National Strategy for Technical Education and Vocational Training by facilitating young people's access to training in promising occupations, by strengthening the national training system to improve training provision and practices, and by supporting the implementation of various reforms to improve the governance of the vocational training sub-sector in Benin
The territorial component of the programme will strengthen the reception and training capacities of certain training centres while the national component will strengthen partnership governance and training engineering.

3.3 Reasons for the decision to award

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding:

- Very good experience and proven expertise of the organisation in the field of dual vocational training including for non/out-of-school students.
- The proposed team is very well experienced and contains the different profiles required.
- Good understanding of the sub-sector, its actors and its challenges in Benin.
- Good understanding of the mandate, relevant territorial approach to promote sustainability and adequate general approach allowing good articulation between the national component and the territorial component which is carried by the contractor.
