The Swiss Agency for Development and Cooperation is planning a new programme to improve the quality of Technical and Vocational Education and Training (TVET) in Nepal, with the aim of increasing employment opportunities for young people To achieve this, the project will support the federal, provincial and local governments of Nepal to establish an accreditation and coaching system for TVET school principals so that schools are able to offer quality programmes and meet national quality requirements.

3.3 Reasons for the decision to award- Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning
tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer conviced above all regarding the following points: 1.The consortium nominated a strong team with relevant thematic and institutional experience, with complementary and relevant expert backstopping. 2.The consortium also demonstrated a good understanding of the TVET context in Nepal including key enablers and blockers, the risk caused by the absence of the federal TVET Act, conflicting roles of CTEVT at provinces and MoSD as well as other major constraints. Moreover, intervention strategies are proposed with mitigation measure to overcome the identified challenges. 3.The consortium provided a thorough appreciation of the intervention strategy and the approach, including a logically sequenced and detailed workplan.
