2.1 Project title of the acquisition

PROJECT: Modernisation of the Private Sector for Sustainability and Decent Jobs in North Macedonia Inception Phase: 01.12.2022 – 30.09.2023 Main Phase 1: 01.10.2023 – 30.09.2027

Subject and scope of the contract :  SDC will mandate an organisation or consortium to implement the project ’Modernisation of the Private Sector for Sustainability and Decent Jobs in North Macedonia’. The overall goal of the project is that modernised businesses become more sustainable, grow and create decent employment and higher incomes. The tenderer should demonstrate expertise and experience in implementing projects on modernisation of private sector, enhancing productivity of SMEs and facilitation of policy dialogue. Subject of the present tender procedure is the implementation of the Inception Phase (01.12.2022 – 30.09.2023) and the implementation of the Main Phase 1 (01.10.2023 – 30.09.2027), the latter subject to approval by SDC. SDC reserves the right to directly award Main Phase 2 and a possible Exit phase of the project. The estimated duration of the whole project is approximately 11 years (2022-2033). The total estimated financial volume over all phases is CHF 11’800’000.

3.3 Reasons for the decision to award

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding:
- The consortium has expertise in working on modernisation of the private sector and proven track record in managing large complex private sector development projects;
- A convincing implementation approach, including a coherent project organisation with solid coherence between proposed staffing structure and project interventions.
