- The purpose of this invitation to tender is to select a new Portfolio Management System (PMS) for both the management of compenswiss’ assets (internal management) and the monitoring of the entire portfolio (securities and cash liquidity).

The procedure will be conducted in two phases (1 and 2). At the end of evaluation phase 1, the awarding authority will subject all valid tenders to a first evaluation and rank them. Subsequently, and if possible, the three highest ranked bids will be evaluated in detail and qualify for the Proof of Concept within the meaning of art. 40 para. 2 PPA; it should be noted that bids not accepted at the end of evaluation phase 1 may be requalified at a later stage for the evaluation phase 2.

3.3 Conditions of payment- Within 30 days of receipt of the invoice, net in CHF, plus VAT, provided that the invoice is correctly submitted via e-billing.

4.2 Terms of business- As a general rule, compenswiss applies its own GTC, i.e. the following:

Tenderers are required to indicate which clauses of compenswiss’ GTC they would not be able to accept and to provide, for information only, their standard agreement and GTC, indicating which clauses they consider non-negotiable and a deal breaker. compenswiss will not be able to accept clauses that are not abiding to the Swiss regulations it is governed by.

- The contractor shall award this contract only to bidders who comply with the conditions stipulated in the tender documents and the legislation, in particular occupational health and safety regulations, rules on working conditions, equal pay regulations, as well as environmental law, competition law and anti-corruption provisions.

4.8 Procedures for appeal- In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
