Subject and scope of the contract :  To provide technical and financial assistance to the Government of Nepal (GoN) in the execution of Trail Based Tourism Development Project (TTDP) including overall coordination, management and monitoring of the project. Further the mandate also includes preparation of detail engineering designs of trail infrastructures, policy support, organization and strengthening users committees, facilitate skill trainings and private sector engagement.”

3.3 Reasons for the decision to award

Reasons: After assessing all the evaluation criteria mentioned in the tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer is the most convincing because:
•the consortium (H-S) has proposed a strong team with good qualification and relevant experience;
•the tenderer has a good understanding of the project and its approach;
•the tenderer is committed to deliver the project results, assume accountability. The proposed project organisation is logical and efficient;
•the financial proposal is clear and easily understandable; no major pool of costs are forgotten; cost estimation is realistic; proposed budget is the lowest among the tenderers.
