2.1 Project title of the acquisition

Project: Regional Protection and Migration Program (RPMP), outcomes 3 and 4, phase 1- Knowledge management component in Colombia, Ecuador, Peru and Latin American countries. Main phase 1: 01.01.2024 - 15.11.2025 (23 months)

Subject and scope of the contract :  Objective of this tender (Main phase 1 of outcomes 3 and 4 of the PRPM: 01.01.2024 - 15.11.2025): This project covers the implementation of knowledge management tasks and technical support to the regional protection team in Bogota to provide services to its users.
The approximate duration of the entire project is 4.5 years (2024 - 2028) with 2 phases of approximately 23 months for phase 1; and approximately 30 months for phase 2. The total financial volume of all phases (2 phases) and project funds administered for the project is estimated at about USD 840'000.

3.3 Reasons for the decision to award

Reasons: After assessing all the evaluation criteria mentioned in the tender document (qualitative criteria and price) the winning
tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer is the most
convincing because:
- In general, the composition of the team reflects a good complementarity of profiles covering the needs of the project.
- The bidder demonstrates a good understanding of the mandate. The implementation strategy was rated with excellent marks. There is a good consideration of the expectations of the client and an ability to propose, especially in terms of communication and taking into account the opinion of users (including people in mobility).
- The timetable represents good temporality, and the description of activities is simple and sensible. The justification meets the objectives of the project and demonstrates a division of labour.
- The offer is the most economical according to the calculation criteria of the financial note.
