2.6 Subject and scope of the contract
- Stand-alone standard software is sought, to be operated by the successful tenderer (software-as-a-service) to assist with energy trading by evaluating and analysing risks in the electricity market environment. The software should possess functionalities such as:
•Monitoring of risk measures such as value-at-risk (VaR) and profit-at-risk •Backtesting the VaR •Producing reports •Modelling stress scenarios •Illustrating counterparty risks

2.7 Location where service is to be delivered- Where possible and reasonable, the service is to be provided or deliveries made at SBB in the Bern area or in other German-speaking SBB locations.

Description of renewals: The contract will be concluded for a period of five (5) years, with the option of extending it three (3) times, in each case by one (1) year.

SBB did not receive any applications requesting a French translation of the invitation-to-tender documents within the stated deadline. Any contract will be concluded exclusively in German.

4. Other information4.4 Essential requirements
- The contractor shall award this contract only to bidders who comply with the conditions stipulated in the tender documents and the legislation, in particular occupational health and safety regulations, rules on working conditions, equal pay regulations, as well as environmental law, competition law and anti-corruption provisions.
4.6 Additional information- SBB need only accept tenders from Switzerland / the EU / EFTA or the UK.
4.8 Procedures for appeal- In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
