2.1 Project title of the acquisition

Groundwater Management Project in the Sughd Region in Tajikistan Inception Phase: 01.03.2024 – 30.12.2024 (10 months) Phase 1: 01.01.2025 – 31.12.2028

Subject and scope of the contract :  Switzerland’s bilateral engagement with the Central Asian countries of Tajikistan, Kyrgyzstan and Uzbekistan dates back to early 1990s. In Tajikistan, the Swiss cooperation has substantially supported the water sector. As part of its further engagement in the water sector in Tajikistan, the Swiss Cooperation is now launching a new project on groundwater management.
The estimated duration of the entire new “Groundwater Management Project in the Sughd region (GWM)” is approx. 12 years (2024-2036) with an Inception Phase of 10 months (01.03.2024 – 30.12.2024), 2 phases of 4 years each, and an exit phase of 3 years. The total financial volume over all phases (including inception phase and administered project funds) of the project is estimated to be approximately 15'000'000 CHF.

3.3 Reasons for the decision to award

Reasons: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding:
• Strong institutional capacities, expertise and long-standing experience in Central Asia and Tajikistan.
• Very good understanding of the mandate and holistic approach addressing surface and groundwater in an integrated way.
