1.2 Deadline for submitting applications for participation

25 days after the publication of the invitation to tender , Specific deadlines and formal requirements:  The exact deadlines and formal requirements will be announced with the publication of the tender documents at the appropriate time. The language of the proceedings shall be German. The awarding authority intends to publish the tender documents in German and English. With this advance notice, it wants to clarify on the market whether there is a need for tender documents in the official language French or Italian (Art. 21 para. 2 VöB). Potential suppliers who are interested in French or Italian tender documents and who fulfil the eligibility criteria (in accordance with 3.7. and 3.8) should express their interest in the planned public tender and indicate their need for French or Italian tender documents by e-mail to: einkauf.telecom@sbb.ch

We reserve the right to change the contents and dates announced here. Only the subsequent invitation to tender is decisive. This is expected to take place by Q1/2024 (subject to change).

2.4 Subject and scope of the contract

SBB is looking for a data network cockpit as a tool that analyses and verifies the proactive and reactive application end user experience reported by tapped, geographically distributed raw data. The tool compares the end-user experience with network KPIs, automatically recognises enabler applications and sub-applications using a dedicated network data trace with an analysis engine. The tool offers easy-to-use options for interactive graphical analyses that divide the data into network sectors and can show differences based on network KPIs and more, with access to the raw data. The tool offers state-of-the-art dashboards, reporting, thresholding and event options, as well as northbound interfaces for integration.
The aim of Data Network Cockpit is to collect and visualise application and network data.
By analysing the data, patterns and deviations are to be identified and displayed to the user in dashboards. These "patterns" can range from geographical, applicative to network element states. By recognising deviations, proactive network and service management should be possible.

To achieve these goals, SBB is looking for a solution with dashboards (ideally in real time) for the most important application values in the network, as well as cross-network analysis options based on network, service and application data.

SBB wants to procure a Cockpit data network with this tender. This includes the following elements, hereinafter referred to as the procurement object:
- Hardware
I- nstallation
- Software
- Service development over the term of the contract
- Maintenance
- Support

Remarks: Variants are permissible. The basic offer requested by SBB AG must be submitted in all cases.

The present procurement will be carried out in a selective procedure with integrated dialogue in accordance with Art. 24 Böb and Art. 6 VöB. The aim of the integrated dialogue is to bring about a mutual clarification of the task towards a common understanding of the project content. The respective solution proposal is developed separately with each provider and independently of the other providers.

The suitability criteria must always be fulfilled by the bidder itself. In the case of bids from bidding consortia or the use of subcontractors, either the bidder itself (or a consortium member in the case of a consortium) or the subcontractor that actually provides the specific service must provide proof.

1 reference that is comparable to the present order in terms of complexity and functionality and has been in operation for at least 1 year.

The annual order volume of the project (excluding options) must not exceed 20% of the average turnover / year of the last 3 years.

Proof of company-related quality management ISO 9001 or equivalent certification. As proof, please enclose the certificate or submit a self-declaration that clearly shows the quality system used.

The respective solution proposal is developed separately with each provider and independently of the other providers.

All information on the dialogue will be published when the prequalification documents are published (expected Q1/2024).
