2.5 Detailed task description

Within the framework of the Sectoral Plan for Deep Geological Repositories, Nagra has acquired 3D reflection seismic datasets in Northern Switzerland as part of the geological exploration of the two potential siting regions Zürich Nordost (ZNO) and Jura Ost (JO). The processed data are expected to be available for interpretation in the fourth quarter of 2016. The tasks of the assignment relate to the geological interpretation of these two 3D seismic datasets to be carried out between late autumn 2016 (immediately after the relevant steps of seismic processing are completed; presumably November) and the end of 2017. The basic Work consists of 10 work packages (WP1 to WP10) as follows:
WP1 Data loading and interpretation project set-up: Loading of 3D and 2D seismic data, geological maps, wells, etc.
WP2 Synthetic seismograms and seismic-to-well-ties: i) Revision of the synthetic seismograms and ii) seismic-to-well-ties for the Benken and Riniken boreholes based on the reprocessed and/or newly acquired 3D seismic data in the siting regions ZNO and JO, respectively.
WP3 Marker horizon interpretation: Complete interpretation of five known regional marker horizons (Base Tertiary, Base Malm, Base Lias, Top Muschelkalk, Base Mesozoic) and up to three additional local horizons.
WP4 Structural interpretation: Complete interpretation of all recognisable faults within the siting regions based on inline, crossline and time slice analysis, the latter for at least the 5 to 8 seismic horizons to be interpreted. For the strongly deformed zone of the Folded Jura in the southernmost part of the JO 3D seismic perimeter, a schematic interpretation that is in accordance with the regional structural style and surface outcrops of seismic marker horizons and faults will be considered as sufficient.
WP5 Basic attribute calculation and evaluation: Calculation and presentation of at least the following seismic attributes: i) dip / azimuth / curvature including removal of regional trend and ii) coherency. A quick-look evaluation of these attributes for the seismic interval of the potential host rock and its immediate confining units should be carried out to provide potential indications for seismic facies anomalies and small-scale tectonisation.
WP6 Client discussion of the Work status: Within the given project time frame (late autumn 2016 to end of 2017), a minimum of 10 half-day meetings between the Contractor and the Client must be scheduled at the premises of the Client, during which the Contractor must present and discuss the current status of the Work.
WP7 External expert review: Within the given project time frame (late autumn 2016 to end of 2017), a minimum of 3 full-day review meetings with external reviewers contracted or invited by the Client must be scheduled at the premises of the Contractor or the Client, during which the Contractor must present and discuss the current status of the Work.
WP8 Preparation of draft reports: Preparation of two similarly structured draft project reports (Nagra working report NAB), one for the 3D seismics ZNO interpretation and one for 3D seismics JO interpretation.
WP9 Report revision: Tenders shall include one round of report revisions required from the Client’s internal and external review.
WP10 Archiving and exporting of interpretation products: Once the basic Work is completed and accepted, the seismic interpretation products (synthetic seismograms, interpreted seismic horizons and faults) must be archived and exported in a generally readable digital format. In addition, the Client requests the provision of ArcMap compatible exports of selected interpretation products (interpreted seismic horizons and faults), e.g. contoured 2D maps of the interpreted seismic horizons as ArcMap raster files and related fault traces as ArcMap shapefiles.
Besides the basic Work, the tasks of the assignment cover two optional tasks. The Client will decide whether these optional tasks will be carried out by the Contractor or not.
Optional task 1: This optional task concerns two adaptations of the basic Work results (i.e. the geological interpretation) to revised or additional seismic processing products in the time or depth domain for each of the two 3D seismic cubes. The Contractor must ensure that he is able to carry out these adaptations within two months after receiving the order for the optional task and the relevant seismic processing products.
Optional task 2: This optional task concerns the interpretation of a third 3D seismic dataset that may be acquired for the characterisation of the siting region Nördlich Lägern. The tenders for this task shall include the basic Work (WP1 to WP10) as well as optional task 1. The deliverables are identical with those of the basic Work (WP1 to WP10) and need to be prepared within a similar period of time (e.g. 14 months after receipt of the relevant products from seismic data processing).

Remarks: The basic Work (work packages 1 - 10 for the siting Areas Zürich Nordost and Jura Ost) is planned to be completed between the beginning of November 2016 and the end of December 2017.

3. Conditions

3.3 Conditions of payment

The Client undertakes to pay invoices related to the Work within 30 days after receipt. All activities and expenses have to be reported transparently by the Contractor and attached to the invoice. Payment is made according to the effective expenditure of time and the offered hourly rates. No adjustment for price increases will be carried out during the contract.

3.4 Costs to be included

All costs and expenses associated with carrying out the Work have to be included in the tender. The specified cost ceilings for basic and optional Work may not be exceeded and contain all costs for manpower, hardware, software and travel. The final compensation will be based on the actual expenses.

3.5 Consortium of bidders

Bidding consortia of maximum two companies are permitted to submit a tender. The leading company bears the entire assigned responsibility. The Company Information Form has to be submitted by both companies.

3.6 Subcontractor

The leading company can be supported by one sub-contractor. The leading company and his sub-contractor both have to submit the Company Information Form.

3.7 Eligibility criteria

based on the criteria given below:
S1: Previous regional experience in seismic interpretation of at least two offered interpretation team members.
Two of the offered interpretation team members must have practical experience in the interpretation of seismic data from continental central Europe.
Evidence of suitability: Two interpretation team members have to demonstrate their previous regional experience in seismic interpretation in the region of continental central Europe with one completed project each. The completed projects may not be older than 10 years.
S2: Previous practical experience in integrative 3D seismic interpretation of at least two offered interpretation team members.
At least two of the nominated interpretation team members must have practical experience in the integrative interpretation of 3D seismic data.
Evidence of suitability: Two interpretation team members have to demonstrate their previous practical experience in integrative 3D seismic interpretation with two completed projects each. For each interpretation team member at least one of these projects must include the integration of 2D-seismic profiles with the 3D-seismic cube as well as synthetic seismograms derived from one or more boreholes. The completed projects may not be older than 10 years.
S3: Suitability of the interpretation team.
The tenderer must demonstrate the availability of a suitable interpretation team to complete the Work. The team must consist of at least one experienced seismic interpreter (at least 5 years of relevant experience) with a university degree in geology or geophysics acting as a main interpreter, his/her equivalently qualified deputy and at least one senior geologist or geophysicist (at least 10 years of relevant experience) acting as advisor and being responsible for internal quality control. At least one team member must have demonstrated knowledge in seismic data processing.
Evidence of suitability: Nomination of the requested interpretation team members (main interpreter, his/her deputy and senior advisor). Declaration of university degrees and relevant work experience of these three persons. Declaration that one of these persons has demonstrated knowledge in seismic data processing. The CVs (max. 3 A4 pages / person) of the main interpreter, his/her deputy and the senior advisor have to be attached to the tender. Should additional team members be nominated by the tenderer, the respective CVs also have to be included.
S4: Fulfilment of the software requirements.
The tenderer must demonstrate availability of at least one modern 3D-seismic interpretation software package (equivalent to Landmark Seisvision, Kingdom Suite or Petrel) and additional software equipment required to perform the Work and produce the requested deliverables.
Evidence of suitability: The tenderer has to confirm and demonstrate that the necessary software to perform the Work and produce the requested deliverables is available in-house and of proven functionality.
S5: Fulfilment of infrastructure requirements.
S5.1. All data and documents related to the Work have to be protected against third parties.
Evidence of suitability: Written confirmation that no third parties can access the data and documents. The tenderer must describe how the data and documents are protected against unauthorised access by third parties.
S5.2. All data need to be protected against data loss.
Evidence of suitability: The tenderer must demonstrate an IT concept designed to avoid data loss and describe related back-up systems.
S5.3 The tenderer must demonstrate the possession of infrastructure to host external review meetings and present intermediate and final results of the Work to a group of people (meeting room accommodating a minimum of 5 visitors with appropriate screening opportunities).
Evidence of suitability: Written confirmation that the tenderer has the possibility to accommodate at least 5 visitors for project meetings and illustrate intermediate and final results of the Work with appropriate screening tools. Description of the infrastructure for project meetings and result presentations.
S6: Fulfilment of short-term meetings at the Client’s premises.
The nominated main interpreter and his/her deputy must be sufficiently flexible to attend short-term meetings at the Client’s premises within two days after being contacted.
Evidence of suitability: Written confirmation of the tenderer that the nominated main interpreter and his/her deputy are able to participate in short-term meetings at the Client’s office in Switzerland (Wettingen AG) within two working days after being contacted.
S7: Fulfilment of language requirements.
The nominated interpretation team members must have good English skills (oral, reading, written). At least one of the nominated interpretation team members must have good German reading skills so to understand previously published German reports of the Client related to the Work.
Evidence of suitability: Written confirmation of the tenderer that the nominated interpretation team members have good English skills. If English is not the mother tongue of the interpretation team members, proof of English skills is requested (language certificates, work experience in English-speaking countries, scholarships, publications, etc.).
Confirmation of the tenderer that one of the team members has good German reading knowledge. If German is not the mother tongue of the proposed person, proof of German skills is requested (language certificates, work experience in German-speaking countries, scholarships, publications, etc.).
For demonstration reasons, the Client reserves the right to request an oral presentation by one or several of the nominated interpretation team members at the Client’s premises in Switzerland (Wettingen AG).

4. Other information

4.4 Essential requirements

The client only awards public commissions for services in Switzerland to tenderers who comply with job security regulations and the conditions of work for employees, and provide equal payment for men and women.

4.7 Procedures for appeal

Applicable law / jurisdiction: Swiss law is applicable for both the procurement process and the subsequent contract.
The place of jurisdiction is Aarau, Canton Aargau.
1. Complaints against this procurement can be made, in a fixed period of 10 days after publication of the award, at the
Verwaltungsgericht des Kantons Aargau, Obere Vorstadt 40, 5001 Aarau, Switzerland. Complaints sent after the 10 day
deadline will not be considered by the administrative court (Verwaltungsgericht).
2. The documentation of a complaint has to contain a request and a justification:
a) stating what the administrative court should decide on, and
b) showing on what evidence the arguments are based.
3. Complaints that do not fulfil the mentioned requirements and do not agree with the laws of the Canton Aargau will not
be considered.
4. A copy of the procurement publication and documents has to be attached to the document of complaint.
5. The complaints procedure has implicit cost risks, i.e. the losing party normally must pay the procedural costs as well
as the costs for the legal representation of the other party.
