2.5 Detailed task description

The WORK that is subject of this procurement of services comprises the field acquisition of high-resolution 2D seismic data with suitable recording geometry to deliver combined reflection / refraction 2D seismic images for characterisation of Quaternary deposits in Northern Switzerland. The WORK involves acquisition at several different sites in Northern Switzerland within and around the potential siting regions for deep geological repositories Zürich Nordost, Nördlich Lägern and Jura Ost and various exploration targets. In order to address these challanges Nagra ist currently planning an acquisition program involving two different basic survey types:
i) "Deep" 2D seismic lines with an investigation target depth of 40 - 400m
ii) "Shallow" 2D seismic lines with an investigation target depth of 20 - 200m.
Detailed technical specifications for the two survey types are given in the "Tender Specifications" document.
The contract to be set up between the successful tenderer (CONTRACTOR) and Nagra (CLIENT), will include data acquisition, geometry control and production of field results (brute stacks and tomograms). Detailed reflection seismic data processing and interpretation is not part of this procurement. It is anticipated to carry out the WORK in winter 2016/17 with field work foreseen to start in November 2016 and be finished by beginning of March 2017. Conditional on operational requirements the WORK shall be completed by end of February 2018 at the latest.

Remarks: It is anticipated to complete the WORK in one campaign, between the beginning of November 2016 and the end of Februar 2017. The mobilisation call is expected in early October 2016. The CONTRACTOR must be able to start the field work at the latest 4 weeks after the mobilisation call. Nagra rerserves the right to carry out part of the WORK until February 2018.

3. Conditions

3.3 Conditions of payment

The CLIENT undertakes to pay invoices related to the WORK within 45 days after receipt. All activities and expenses have to be reported transparently by the CONTRACTOR and attached to the invoice. Payment is made according to the effective expenditure on work items. No adjustment for price increases will be carried out during the contract.

3.4 Costs to be included

All costs and expenses associated with carrying out the WORK have to be included in the tender. The actual costs for the execution of the WORK will be derived on the basis of the prices stated in the “Standard Form to Submit Proposal”. The final amount shall contain all costs for manpower, hardware, software and travel and will be defined as a cost ceiling in the working contract to be set up between the CONTRACTOR and the CLIENT. The final compensation will be based on the actual expenditure within this cost ceiling.

3.5 Consortium of bidders

Bidding consortia are permitted to submit a tender. A group should have a maximum of two members. The leading company bears the entire assigned responsibility.

3.6 Subcontractor

Sub-contracting with a maximum of one sub-contractor is permitted. The lead company assumes full responsibility for sub-contractor(s).

3.7 Eligibility criteria

based on the criteria given below:
S1: Fulfillment of the formal requirements as well as fulfillment of the financial criteria (insurance, acceptance of economic conditions) and legal guidelines.
Evidence: Delivery of all relevant information required to complete the documents "Company Information", "Standard Form to Submit Proposal" and including the required confirmations to be added.
S2: State-of-the-art seismic sources, recording equipment with software and processing software according to the requirements and technical specifications in A.2 ("Tender Specifications" document) and availability during the complete duration of the WORK.
Evidence: The tenderer shall summarise and confirm compliance with the technical specifications for sources and receiver equipment. He lists and confirms possession of valid hardware maintenance packages and software licenses.
S3: Previous practical experience of the tenderer during the last 5 years with comparable WORK.
Evidence: The tenderer has to provide references for the last 5 years which demonstrate work/services under comparable conditions (climate, topography and infrastructure, land-use, vegetation). The tenderer has to give a brief summary of at least 3 (three) reference projects.
S4: Adequate language skills and professional qualification of key personnel.
Evidence: The tenderer shall declare the key personnel’s compliance with the required language qualifications (English and German). The CVs of the appointed key personnel to be attached to the “Standard Form to Submit Proposal” document must demonstrate the key personnel’s professional qualifications to implement the WORK (language skills; education; experience and function in reference projects and other projects under comparable conditions). The appointed person to handle explosives must demonstrate a valid authorization according to Swiss Law (permit holder) and previous experiences in comparable projects.
S5: Attendance at the obligatory tender workshop at Nagra in Northern Switzerland.
Evidence: Attendance of at least one competent CONTRACTOR representative for each potential tenderer.

The financial assessment will be based on a calculation of costs according to prices declared by the tenderer in the "Standard Form to Submit Proposal" document.
The valid offer with the lowest calculated costs per sub-item (A1.1, A1.2, A1.3) receives max. points per sub-item. Offers that are 160% and more of the valid lowest overall costs receive 0 points. The offers within the mentioned interval receive linearly calculated points. The detailed assessment of price offers are described in the "Tender Specification" document, chapter B.3.1.

4. Other information

4.4 Essential requirements

The client only awards public commissions for services in Switzerland to tenderers who comply with job security regulations and the conditions of work for employees, and provide equal payment for men and women.

4.5 Additional information

The field workshop (30 June and 1 July 2016) is mandatory. Tenderers, whose qualified representatives do not participate, will be rejected from the procurement procedure.

Statement of rights of redress
Applicable law / jurisdiction: Swiss law is applicable for both the procurement process and the subsequent contract.
The place of jurisdiction is Aarau, Canton Aargau.
1. Complaints against this procurement can be made, in a fixed period of 10 days after publication of the award, at the
Verwaltungsgericht des Kantons Aargau, Obere Vorstadt 40, 5001 Aarau, Switzerland. Complaints sent after the 10 day
deadline will not be considered by the administrative court (Verwaltungsgericht).
2. The documentation of a complaint has to contain a request and a justification:
a) stating what the administrative court should decide on, and
b) showing on what evidence the arguments are based.
3. Complaints that do not fulfil the mentioned requirements and do not agree with the laws of the Canton Aargau will not
be considered.
4. A copy of the procurement publication and documents has to be attached to the document of complaint.
5. The complaints procedure has implicit cost risks, i.e. the losing party normally must pay the procedural costs as well
as the costs for the legal representation of the other Party.
