2.6 Subject and scope of the contract
- 1. Implementation consultancy services related to the procurement and implementation of the investments in energy efficiency and renewable energy measures (rehabilitation of public buildings);
2. Capacity development for four municipalities in Serbia; 3. Introduction of the European Energy Award (EEA) energy management system at the municipal level.

2.13 Implementation date- Remarks: Implementation is expected to start in September 2017 in Serbia.
3. Conditions3.1 General conditions of participation- a) tendering firms (all members of a joint venture respectively) shall be registered in their country’s official commercial register;
b) signed Confirmation of Compliance with health and safety rules and regulations and equality between men and women in regard to equal wages stipulated by Swiss law (Section IV.G)
3.2 Deposits/guarantees- None
3.5 Consortium of bidders- Permitted
3.6 Subcontractor- Permitted, subcontractor’s annual turnover may not be added up to the main bidder’s for qualification but reference projects of subcontractors will be taken into account.
3.7 Eligibility criteria- based on the criteria given below:
1.) Minimum annual average turnover over the last 3 years: CHF 2’000’000 (main consultant excluding subcontractors or sum for all members of a Joint Ven-ture/Consortium).
2.) References (all references of participating firms are counted including subcontractors) from the last 10 years - Minimum 3 reference projects in the technical part (thermal rehabilitation of buildings) of similar nature in transition or developing countries - Minimum 2 references to projects containing capacity development measures at municipal level), preferably in transition or developing countries and with similar projects - Minimum 2 references to "European Energy Award" introduction and advisory projects over the last five years
