a) tendering firms (all members of a joint venture respectively) shall be registered in their country’s official commercial register;
b) signed Confirmation of Compliance with health and safety rules and regulations and equality between men and women in regard to equal wages

Permitted, subcontractor’s annual turnover may not be added up to the main bidder’s for qualification but reference projects of subcontractors will be taken into account.

3.7 Eligibility criteria

1. Minimum annual average turnover over the last 3 years: CHF 500’000 (main consultant excluding subcontractors or sum for all members of a Joint Venture/Consortium).
2. References (all references of participating firms are counted including subcontractors) from the last 10 years:

- Minimum 3 reference projects with implementation of investment measures in the field of DRR in transition or developing countries
- Minimum 2 references projects containing capacity development measures at municipal level, preferably in transition or developing countries and with similar projects (preferably in the field of DRR)

2. List of reference projects with indication of people who may be contacted regarding these references
