Written answers to these requests will be published on simap, as well as sent to all tenderers by 2. November at the latest.

1.4 Deadline for submitting offers

Date: 20.11.2017 Time of day: 10:00, Specific deadlines and formal requirements:  The form of the offer shall consist of one (1) original hardcopy and one (1) electronic copy (CD or USB stick) in English. The information on the envelope should include the reference "Implementing Agency Mandate – Energy Cities Program in Colombia" and shall be labeled as CONFIDENTIAL.
Proposals received after this deadline will be rejected unopened.

2.6 Subject and scope of the contract

The Implementing Agency – subject of this tender - will be responsible for the overall project management and implementation of five components of the Project (distributed in phase I and II):
(1) EEA Consultancy Services for 3 pilot cities
(2) Technical Assistance and Implementation of quick-win projects (one project per city);
(3) Capacity development and awareness in the three pilot cities and at national level (transversal component)
(4) Design of a possible institutionalization of the Colombian EEA at national level
(5) Option: Implementation of preliminary phase of the Colombian EEA at national level.

Description of renewals: Support after this Project by national and potentially international experts may be needed to kick-start the certification process at national level as a basis for the extension to other cities. A scaling up to more cities will require more time and might be subject of a follow-up mandate.

Description of options: Option A - Component 5 will only be implemented if the first phase was successful and the commitment by relevant institutions justifies the introduction of an EEA at national level and its scaling up to more municipalities. It shall therefore be offered as an option.

Option B - Within component 3 (Capacity Development and awareness in the three pilot cities and at national level); Study trip to Switzerland for relevant stakeholders can be added as an option in the offer.

3. Conditions

3.1 General conditions of participation

1. Legal integrity: Confirmation that the tenderer is not the defendant in litigation in any court that, if found against the tenderer, could have a detrimental effect on the tenderer's ability to perform the contract.
2. Integrity of the offer: The consultant meets all requirements and the offer covers all sections in accordance with "Instructions to Bidders", including a signed confirmation of "compliance with health and safety regulations and regulations and equality between men and women as regards equality of wages stipulated in the ILO Conventions. "

Permitted. Subcontractor's annual turnover may not be added to the main bidder's turnover. Reference project of the subcontractor will be taken into account.

3.7 Eligibility criteria

based on the criteria given below:
1. Minimum annual average turnover over the last 3 years: CHF 3’000’000 (main consultant excluding subcontractors or sum for all members of a Joint Venture/Consortium);

2. Overall Experience: The bidder has evidence of experience in the implementation of projects comparable with the present mandate in terms of scope and complexity. All references of participating firms, including subcontractors, are counted:
- Minimum 3 references for the implementation of technical projects (EE/RE measures in public buildings and in particular with solar thermal systems and/or solar photovoltaic panels) of similar nature in transition or developing countries.
- Minimum 2 references for implementation of EEA at city level over the last five years.
- Minimum 2 references for projects containing capacity development measures at municipal level), preferably in transition or developing countries and with similar projects.

3. EEA Experience: The nominated team includes an internationally experienced EEA/Energiestadt Expert at the city level.

4. Financial offer: Offers above the financial ceiling mentioned for this mandate, will be excluded automatically.
